The difference between a civil contractor and a builder is simple. A civil contractor builds on your behalf: on your land, under a contract with you, for an agreed price. A builder, in the way most people in India use the word, buys or partners on land, puts up apartments and sells them. The first is a service. The second is a product.
Both words get used loosely, and many firms do a little of each. So it is worth asking what each one is actually responsible for before you sign.
What does a civil contractor do?
A civil contractor takes on the work of construction for a client who already owns the site or holds the rights to it.
The work usually covers:
- Foundations, the RCC frame and brickwork
- Plaster, flooring and other finishes
- Water supply, sanitary, firefighting and electrical works
- Roads, drainage and boundary walls around the building
- The site team, materials, safety and programme
The client decides what gets built, and the contract says how much it will cost and when it will be handed over. Every school, hospital and university we have built began that way. So did the apartment towers we have built for developers.
What does a builder do?
A builder, or developer, runs the whole business of a housing project. That means finding the land, getting approvals, raising the money, marketing the flats and selling them to buyers.
A developer may have its own construction team, or may appoint a civil contractor to do the building. That second route is common. Pacific Development Corporation has trusted us with nine projects since 2017, and we built Balencia in Lucknow, with two basements, a stilt level and 29 floors, for ANS Developers.
Civil contractor vs builder: what is the real difference?
The simplest test is to ask who owns the building while it goes up, and what you are paying for.
| Civil contractor | Builder or developer | |
|---|---|---|
| Who owns the land | The client | The developer, or a landowner partner |
| Who decides the design | The client and their architect | The developer |
| What you pay for | Measured work or an agreed price | A finished flat |
| How you pay | Against progress on site | Against a schedule set by the seller |
| Who answers to you | The contractor, under your contract | The developer, under the sale agreement |
Under the Real Estate (Regulation and Development) Act, the promoter who sells the homes carries the duties owed to buyers. A contractor’s duties are set out in its contract with the client.
Is a building contractor the same as a general contractor?
In everyday use in India, yes. “Civil contractor”, “building contractor” and “general contractor” all describe a firm that takes responsibility for building the job, often bringing in specialist teams for certain trades.
The scope matters more than the wording. Ask the firm to list what is inside its price and what you will arrange separately. Lifts, external development and statutory approvals are the items most worth confirming early.
Which one do you need?
It depends on what you are trying to do.
You need a civil contractor if:
- You own the land and want a building of your own
- You run a school, hospital, university or company and know what you need
- You are a developer who wants a capable team on site
- You want to choose your own architect and see the cost item by item
You need a builder if:
- You want to buy a finished home in a project someone else is developing
If you want one party to handle design and construction together, ask a contractor about a turnkey contract. You sign once, and one firm answers for the whole job.
How do you check a civil contractor?
Look at what the firm has finished, and read what its clients wrote about it.
Government and institutional clients issue performance reports and completion certificates, which record dates, value and ratings. Ask to read them, then visit a finished building of a similar kind and speak to the people who use it.
We wrote a fuller list in what to check before you hire a building contractor in Dehradun.
How do you choose a firm that suits your job?
Match the firm’s usual work to the size and type of your building. A contractor who regularly builds at your scale will plan it well and staff it well.
Repeat clients are a good sign too. 62% of our projects are for clients who have worked with us more than once. Those clients have seen the whole job, from the first drawing to the last detail, and chosen to build with us again.
If you have land and drawings, we are glad to take a look. Send us your drawings and we will come back to you with a working estimate.
